Admiral Henry (NPC) is an NPC located on Isle Fortuna. He does not turn hostile in any quests. He can be found in the head privateer office, filling out several forms. If you attempt to speak to him without a quest, he will simply say, "Please leave, I'm quite busy at the moment."
